This webpage only covers a portion of the NCCU Parking Policy. All students are responsible for reviewing and understanding the full policy. Not reading or knowing the policy is not an excuse for violations that may result in parking charges, towing, immobilization, or loss of parking privileges.
A valid NCCU parking permit is required for students who park a vehicle on University property. Parking on campus is a privilege and is subject to North Carolina Central University parking policies, posted signage, and applicable state laws.
All student vehicles parked on campus must be registered with NCCU Police - Parking Services and must properly display a valid parking permit. Failure to properly display a permit, park in the correct area, or comply with posted parking requirements may result in parking charges, immobilization, towing, and/or loss of campus parking privileges.
Parking permits are the property of NCCU Police - Parking Services. Permits may not be sold, transferred, borrowed, duplicated, altered, or used by anyone other than the permit holder. Students are responsible for all parking violations associated with their registered vehicle and/or issued permit.
Student parking permits are available for the academic year, individual semesters, and summer sessions. Student permits are limited and are sold on a first-come, first-served basis.
Current student parking permit rates are:
Annual student permits are valid for the parking year beginning August 1st and ending July 31st of the following year.
Purchase of a student parking permit does not guarantee a specific parking space. A student permit authorizes the permit holder to seek parking in areas approved for student parking.
Students may purchase parking permits through the Parking icon on myEOL or through the NCCU Parking Portal, as directed by Parking Services.
Before parking on campus, students must ensure that:
Students may only register vehicles owned by them or by a member of their immediate family, such as a parent or sibling. Students must register their vehicle by the first day of class each semester or by the first business day following arrival on campus.
Students with unpaid parking charges, including late charges, may not purchase or renew a parking permit until the balance is paid in full. Unpaid parking charges may also result in a hold being placed on a student’s account, which may impact the student’s ability to register for classes, receive transcripts, or complete graduation clearance.

Students are encouraged to visit the NCCU parking map to determine which lots are available for student parking.
The Latham Parking Deck is the primary and largest parking area available to students. Students are encouraged to use the Latham Parking Deck and walk or utilize the NCCU Shuttle system to move around campus.
Students should review all posted signage before parking. Parking areas may be restricted, reserved, or temporarily closed due to special events, campus operations, construction, athletic events, or other University needs.
Parking Notices will be sent to the campus community when designated lots or areas are closed or when temporary changes to parking operations are necessary. Active and recent Parking Notices may also be viewed here.
Students with valid student permits may park in Employee Non-Reserved (yellow) lots from 7:00 p.m. to 6:00 a.m. daily, unless otherwise restricted for special events, campus operations, or posted signage.
Vehicles must be moved from Employee Non-Reserved (yellow) lots by 6:00 a.m. Vehicles not moved by 6:00 a.m. may be ticketed and/or towed at the owner’s expense.
Students may not park in Reserved (red) spaces at any time.
Student parking permits must be displayed at all times while parked on campus.
Permit hangtags should be placed on the rearview mirror facing outward. If the vehicle does not have a rearview mirror, or if the mirror mounting prevents proper display, the permit must be displayed face-up on the passenger-side dashboard.
Use of windshield shades or other vehicle accessories does not remove the requirement to display the permit so that it is visible.
Vehicles parked without a visible permit may be ticketed and/or towed at the owner’s expense.
Students are responsible for finding a legal parking space. Lack of available parking in a preferred lot or lack of knowledge of parking rules is not an excuse for a parking violation.

Vehicles must be parked fully within the marked parking space. All parts of the vehicle must remain within the designated space.
For enforcement purposes, vehicles must pull forward into parking spaces so that the license plate is visible from the travel lane. Vehicles must not be backed into parking spaces unless otherwise authorized by NCCU Police - Parking Services.
Student permits are not valid in ParkMobile spaces or other pay lots.
Vehicles parked in ParkMobile areas or other pay lots must have an active paid parking session, even if the vehicle displays a valid NCCU parking permit. Vehicles parked in these areas without an active paid session may be subject to parking charges, immobilization, and/or towing at the owner’s expense.
Students who need ADA-accessible parking must display both:
An ADA placard or license plate alone does not authorize parking in NCCU permitted lots. The NCCU parking permit must be issued to the same individual to whom the ADA placard or license plate belongs.
Vehicles parked in ADA-accessible spaces without both required credentials may be subject to parking charges and/or towing.
Designated student parking areas may be closed or modified for special events, including graduation, football games, campus programs, construction, or other University operations.
When temporary parking changes are necessary, NCCU Police - Parking Services will issue a Parking Notice to the campus community. Active and recent Parking Notices may also be viewed here.
Students are responsible for reading and following all Parking Notices and posted signage.
Vehicles that fail to follow posted restrictions or Parking Notice instructions may be ticketed, immobilized, or towed at the owner’s expense.
Students may appeal parking violations through the Parking Portal within the required appeal period. Appeals must be submitted according to the instructions provided by Parking Services.
The decision of the Parking Ticket/Citation Appeal Board is final.
