NCCU complies with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), which requires all colleges and universities that participate in federal financial aid programs to maintain and disclose campus safety and security related policies and crime statistics for crimes that occur on and near their respective campuses.

Notice of Availability of the North Carolina Central University 2021 Annual Security and Fire Safety Report (ASFSR) to Current and Prospective Students and Employees
At North Carolina Central University, we place the highest priority on the safety and security of our students and our campus community. We are committed to creating an environment of trust and transparency while providing effective, compassionate, professional services, and support to our students, faculty, and staff. In this context, we are sharing the 2021 Annual Security and Fire Safety Report (ASFSR) as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
The Annual Security Report (ASR) includes statistics for the previous three calendar years (2018, 2019, and 2020). It reveals reported Clery crimes that occurred on campus, on certain properties owned or controlled by the university, and on public property adjacent to the campus. The ASR illustrates institutional policies concerning campus security, crime reporting procedures, emergency response and notification, sexual assault response procedures, and other matters. Also included are drug and alcohol policies, associated disciplinary proceedings, and available substance abuse treatment options. Incorporated in the ASR is the Annual Fire Safety Report (AFSR) that consists of statistics regarding fires that have occurred within campus residential facilities over the past three calendar years (2018, 2019, 2020). Additionally, the AFSR exhibits information about university fire safety policies.
Sharing this report is essential to the health and safety of our campus community because being informed can help make our students, parents, employees, and our community better prepared. We believe this information can help members of our community feel confident in the systems and people that are here to help them when there is an emergency and/or when they need to report a problem.
Please note that for the crime statistics in the Annual Security and Fire Safety Report, reported incidents do not necessarily indicate events that resulted in any criminal charges or prosecution, and some reports are based on alleged incidents that were reported in 2021 but did not occur during the 2021 calendar year.

In the interest of providing the most accurate and up-to-date information regarding support and resources for our campus community, we have updated the 2018, 2019, and 2020 Annual Security and Fire Safety Reports (ASFR) to reflect the following:
Drug Arrest for the Year 2017
Even though the statistical data did not change, corrections were made under the following Clery geographies:
- Two drug arrests occurred on non-campus property, and eight drug arrests occurred on public property.
Disclosure of Crime Statistics Table for the Year 2018
- There were zero domestic violence incidents on non-campus property and one domestic violence incident on public property.
Fire Statistics 2018
- Two intentional fires were changed to one intentional and one unintentional fire in Eagleson Hall.
Disciplinary Action(s) That Were Added for the Year 2018
- One disciplinary referral was added for possession of marijuana (on-campus property).

- The 2019 Fire Statistic was corrected by indicating an arson occurred in Eagle Landing Residence Hall instead of Eagleson Hall.

North Carolina Central University is committed to maintaining a drug-free campus. The Drugs and Alcohol Prevention Program (DAAPP) Annual Report contains:
- Standards of conduct that prohibit the unlawful use, manufacture, possession, or illicit distribution of drugs and alcohol by students and employees
- A description of legal sanctions for the violation of local, state, and federal laws for unlawfully possessing, or distributing drugs and alcohol
- A description of the health risk associated with drug and alcohol abuse
- Current drug and alcohol programs available for students and employees
- A statement that North Carolina Central University will enforce disciplinary actions for violations of the standards of conduct

The Annual Security and Fire Safety Report is a tool to utilize for informational purposes when the reader wishes to make an inquiry regarding campus safety. It also provides steps you can take to maximize your personal safety. The goal of the entire NCCU community is to remain in compliance with the Clery Act and to be totally transparent when reporting crimes.

The CSA Reference Manual is a guide for campus security authorities (CSAs). It explains the following:

Clery Geography Map
The Clery Geography Map outlines NCCU’s Clery Jurisdiction. Clery crimes that occur within any of the areas identified on the map must be reported within the university’s Clery reporting.

The Clery Act outlines specific crimes that NCCU must report. "Clery Crimes and Definitions" outlines the formal definition of crimes that occur on NCCU’s campus and ensures consistency across the Police Department as we work to appropriately classify and report incidents that occur within our geography.
