No, parking on campus is not free. A valid NCCU parking permit, active ParkMobile session, Latham Parking Deck payment, or approved event parking authorization is required to park on campus.

No, except for assigned Reserved (red) permits, purchasing a parking permit does not guarantee a specific parking space. A permit authorizes the permit holder to seek parking in areas approved for their permit type.

Students may purchase parking permits through the Parking icon on myEOL or through the NCCU Parking Portal, as directed by NCCU Police - Parking Services.
Students must ensure that their vehicle information, including license plate information, is entered correctly before parking on campus.
Faculty and staff may purchase parking permits through the Parking icon on myEOL, through the NCCU Parking Portal, or as otherwise directed by NCCU Police - Parking Services.
Eligible permanent faculty and staff may pay through payroll deduction where available.
Additional attestation steps have been added to the parking application in the Parking Portal. Before purchasing a parking permit, applicants must acknowledge important parking rules and responsibilities, including:
Students may pick up parking permits from the Parking Services Office after completing the required purchase and vehicle registration process.
Faculty and staff may pick up parking permits from the Parking Services Office after completing the required purchase process. If using payroll deduction, proof of completed payroll deduction may be required before the permit is issued.

Faculty and staff may register up to two vehicles with NCCU Police - Parking Services. Only one permit will be issued, and the permit must be displayed in the vehicle parked on campus on any given day.
Students may only register one vehicle. The vehicle must be owned by the student or by a member of the student’s immediate family, such as a parent or sibling.
No, parking permits may not be sold, transferred, borrowed, duplicated, altered, or used by anyone other than the permit holder.
Unauthorized use of a permit may result in parking charges, towing, immobilization, revocation of parking privileges, and/or forfeiture of the permit.

Permit hangtags should be placed on the rearview mirror facing outward. If the vehicle does not have a rearview mirror, or if the mirror mounting prevents proper display, the permit must be displayed face up on the passenger-side dashboard.
Use of windshield shades or other vehicle accessories does not remove the requirement to display the permit so that it is visible.
Vehicles parked without a visible permit may be ticketed and/or towed at the owner’s expense. A valid permit must be properly displayed while parked on campus.
Lost or stolen permits must be reported immediately to NCCU Police - Parking Services. A replacement permit may require a police report and payment of the applicable replacement or processing charge.
Beginning with the 2026–2027 parking year, Residential student parking (formerly blue) and Commuter student parking (formerly orange) have been combined into one student parking zone.

Visitors should park only in areas approved for visitor parking, including the Latham Parking Deck, designated ParkMobile areas, or areas assigned by NCCU Police - Parking Services.
Contractors, vendors, and other approved business partners conducting work on campus must obtain the appropriate vendor parking permit before parking on University property.
Vendors must park only in areas approved by NCCU Police - Parking Services and must follow all posted signage.
Departments, divisions, offices, and approved campus partners must submit the official Special Event and Guest Parking Request Form for special event or guest parking requests.
This form allows NCCU Police - Parking Services to receive, review, and process special event and guest parking requests. Requests submitted by email, phone, or informal communication may be redirected to the official form.
Special event and guest parking requests should be submitted at least 10 business days in advance of the event.
Requests submitted less than 10 business days before the event may not allow sufficient time for review, payment processing, permit preparation, signage, staffing, or campus notification.
The default location for special event parking is the Latham Parking Deck, unless otherwise approved by NCCU Police - Parking Services.
For smaller events, Parking Services may approve use of the ParkMobile Zone along Nelson Street, Zone 5002, when appropriate.
Effective August 1, 2026, the following rates apply:
The $7 per vehicle rate applies only when visitors or guests are paying for their own event parking and the guest-paid special event rate has been requested and approved in advance through the official Special Event and Guest Parking Request Form.
When an NCCU department, division, office, or unit pays for guest parking spaces, those spaces are subject to the daily visitor parking rate of $15 per vehicle.
Departments are encouraged to indicate on the Special Event and Guest Parking Request Form if they would like guests to pay for their own parking at the approved special event rate.
If guest-paid special event parking is not requested and approved in advance, standard hourly parking rates will apply.
If physical permits are provided for a special event, the event sponsor is responsible for distributing those permits to guests before the event. Parking Services cannot assume responsibility for distributing event permits to individual guests.
Guests must properly display the required event permit or authorization. Vehicles that fail to properly display the required permit or authorization may be subject to parking charges, immobilization, and/or towing at the owner’s expense.
No, event sponsors should not promise or advertise a parking location before receiving approval from NCCU Police - Parking Services.
Event sponsors are responsible for communicating only the parking instructions approved by Parking Services. Instructions should include the approved parking location, payment expectations, permit or validation requirements, accessibility information, and any restrictions issued by Parking Services.
Departments that communicate parking plans other than those approved by NCCU Police - Parking Services may cause vehicle owners to be subject to parking enforcement.
Improper or unauthorized parking communication does not negate parking enforcement. Vehicles parked in violation of NCCU parking requirements may be subject to parking charges, immobilization, and/or towing.
If the sponsoring department, division, office, or unit is responsible for providing incorrect parking information to guests, the sponsoring unit may be responsible for resolving or assuming responsibility for the resulting citation or parking charge. However, incorrect communication from the sponsoring unit does not authorize parking in unapproved areas or prevent enforcement action.
Reserved (red) spaces are not available for special event parking unless specifically approved by the Chancellor or designee and communicated through an official Parking Notice.
ADA-accessible parking is available for individuals with valid state-issued ADA placards or license plates.
Event parking permits, visitor permits, or paid parking sessions do not authorize parking in ADA-accessible spaces unless the vehicle also displays the required state-issued ADA credential.
ParkMobile and other pay parking areas may be used by visitors, guests, students, employees, vendors, or others who need temporary paid parking.
All vehicles parked in ParkMobile or pay areas must have an active paid session or approved authorization.
ParkMobile parking is located along Nelson Street in Zone 5002.

Yes, the decision of the Parking Ticket/Citation Appeal Board is final. There are no further appeal procedures available within the University.
If an appeal is denied, payment must be made within the required period after notice of denial. Failure to pay may result in additional collection action, holds, immobilization, towing, or loss of parking privileges.
Failure to pay outstanding parking charges may result in collection action, immobilization, towing, inability to purchase or renew a parking permit, and/or suspension or revocation of parking privileges.
For students, unpaid parking charges may be forwarded to Student Accounting and may result in a hold being placed on the student’s account. A hold may impact the student’s ability to register for classes, receive transcripts, or complete graduation clearance.
A vehicle may be towed at the owner’s expense when it is parked in violation of NCCU parking policy, posted signage, or official instructions.

Vehicle immobilization, commonly referred to as booting, is the placement of a device on a vehicle to prevent it from being moved until required charges are paid and release procedures are completed.
A vehicle may be immobilized at the discretion of NCCU Police - Parking Services for violations of NCCU parking policy.

Immobilization devices may only be removed by the NCCU Police Department, including Parking Services enforcement personnel.
Before a vehicle is released, the vehicle owner or operator must pay:
Release of immobilization devices is available Monday through Friday, 8 a.m. to 5 p.m.
If the vehicle owner or operator contacts NCCU Police or Parking Services outside of these days or hours, the vehicle will not be released until the next business day.
Immobilization removal charges are not subject to appeal. Submission of an appeal does not substitute for payment of the immobilization removal charge.
If the vehicle was also issued a parking ticket, the ticket may be appealed through the standard appeal process. However, any required immobilization removal charge must still be paid before release.
Vehicles immobilized for more than 48 hours may be towed from NCCU property at the owner’s expense.
The vehicle owner or operator is responsible for all applicable parking charges, immobilization charges, towing charges, and storage charges.
Only NCCU Police Department or Parking Services personnel may remove immobilization devices. Vehicle owners or operators are responsible for any damage to the device, the vehicle, or University property caused by attempts to remove the device or drive away with the device attached.
