This webpage covers only a portion of the NCCU Parking Policy. All students, faculty, staff, visitors, vendors, guests, and event sponsors are responsible for reviewing and understanding the full policy. Not reading or knowing the policy is not an excuse for violations that may result in parking charges, citations, towing, immobilization, or loss of parking privileges.
North Carolina Central University provides parking coordination for approved campus meetings, programs, and special events. Special event parking is managed by NCCU Police – Parking Services and is based on parking availability, event size, campus operations, and the needs of students, faculty, staff, visitors, and guests.
This page applies specifically to special event parking, which generally involves a larger number of people or vehicles coming to campus for a meeting, conference, program, ceremony, reception, workshop, performance, athletic activity, or other organized event.
A visitor parking pass is typically intended for a small number of individual guests visiting campus for a meeting, appointment, interview, presentation, or other official University business. Individual visitor parking requests should not be submitted as special event parking requests.

When multiple attendees will be coming to campus for an organized meeting, program, or event, the request should generally be submitted as a special event parking request.
A group may not be divided into multiple individual visitor-pass requests to avoid the special event parking process. NCCU Police – Parking Services will determine whether a parking request should be handled as individual visitor parking or special event parking based on the number of guests, event type, location, timing, and anticipated impact on campus parking operations.
All special event parking requests must be reviewed and approved in advance by NCCU Police – Parking Services.
Submission of a request does not guarantee approval or the availability of a particular parking lot, space, or location.
Parking Services may approve, deny, modify, or relocate a request based on:
All departments, divisions, offices, and approved campus partners requesting parking for an organized meeting, program, or special event must submit the official Special Event and Guest Parking Request Form.
The form allows NCCU Police – Parking Services to properly receive, document, review, and process special event parking requests.
Requests submitted by email, telephone, or informal communication may be redirected to the official form to ensure the request is properly documented and reviewed.
Departments should indicate on the form whether:
If guest-paid special event parking is not requested and approved in advance, standard hourly parking rates will apply.
Special event parking requests should be submitted at least 10 business days in advance to allow Parking Services sufficient time to review the request and coordinate the necessary arrangements.

Requests submitted fewer than 10 business days before an event may not allow sufficient time for review, payment processing, permit preparation, signage, staffing, accessibility coordination, or campus notification.
The default location for special event parking is the Latham Parking Deck, unless another location is approved by NCCU Police – Parking Services.
The Latham Parking Deck is generally the preferred location because it provides the largest visitor parking capacity on campus and reduces disruption to student, faculty, and staff parking areas.
For smaller special events, Parking Services may approve the use of the ParkMobile Zone along Nelson Street, Zone 5002.
Use of the ParkMobile Zone for special event parking must be approved in advance and may be subject to:
Requests to use surface lots will be evaluated based on event size, availability, traffic conditions, accessibility needs, event timing, and the anticipated impact on normal campus parking operations.
Effective August 1, 2026, the following rates apply:
The $7 special event rate applies only when:
The $7 special event rate is not an individual visitor-pass rate and is not automatically available to all campus visitors or guests.
When an NCCU department, division, office, or unit pays for guest parking, the charge is the daily visitor parking rate of $15 per vehicle.
If guest-paid special event parking is not requested and approved in advance, attendees will be subject to the applicable standard hourly, deck, ParkMobile, or visitor parking rate.
Other rates, including athletic event rates, Latham Parking Deck rates, or other pay-on-entry rates, may apply depending on the event and parking location.
Departments, divisions, and offices hosting events are responsible for coordinating parking arrangements with NCCU Police – Parking Services before communicating parking instructions to attendees.

When the sponsoring department covers parking costs, payment arrangements must be completed before permits, validations, or other parking authorizations are issued.
The sponsoring department is responsible for distributing all approved permits, validations, maps, and parking instructions to event attendees.
For some special events, attendees may be required to pay for their own parking.
Depending on the event location and the arrangement approved by Parking Services, guest-paid parking may be available through:
When requested by the sponsoring department and approved in advance, guest-paid special event parking may be offered at $7 per vehicle.
If the guest-paid special event rate is not requested and approved in advance, attendees will be subject to the applicable standard parking rate.
Attendees must follow all parking instructions provided by the event sponsor, Parking Services, and posted signage.
When approved, NCCU Police – Parking Services may provide:
Special event parking authorizations are valid only for the event, date, time, vehicle, and location specified.
They do not authorize parking in:
When physical permits are provided, the sponsoring department is responsible for distributing them to attendees before the event. Parking Services cannot assume responsibility for distributing permits to individual attendees.
Vehicles parked outside the approved area or without the required authorization may be subject to parking charges, citation, immobilization, or towing at the owner’s expense.
ParkMobile and other pay parking areas remain paid parking areas unless otherwise communicated by NCCU Police – Parking Services.
NCCU parking permits are not valid in ParkMobile spaces or other pay lots.
Vehicles parked in these areas must have:
ParkMobile parking is located along Nelson Street in Zone 5002.
Special event parking will be coordinated to reduce disruption to normal campus parking operations whenever possible.
Student, faculty, and staff parking areas may be temporarily modified or closed for major events, including graduations, athletic events, campus programs, and other University operations.
When temporary changes are necessary, NCCU Police – Parking Services will issue an official Parking Notice.
Reserved red spaces are not available for special event parking unless specifically approved by the Chancellor or designee and communicated through an official Parking Notice.
ADA-accessible parking is available for individuals with valid state-issued ADA placards or license plates.
A special event permit, parking validation, or paid parking session does not authorize a vehicle to park in an ADA-accessible space unless the vehicle also displays the required state-issued ADA credential.
Accessible parking availability may vary based on event location, campus operations, and parking demand.
Event sponsors should notify Parking Services in advance when accessible parking accommodations are anticipated.
When a special event requires temporary changes to campus parking operations, NCCU Police – Parking Services may issue a Parking Notice.

Students, faculty, staff, visitors, vendors, guests, and event sponsors are responsible for following all Parking Notices, posted signage, and instructions issued by NCCU Police, Parking Services, Security, or authorized event staff.
Vehicles that fail to follow posted restrictions or official instructions may be ticketed, immobilized, or towed at the owner’s expense.
Departments and event sponsors should not promise, reserve, or advertise a parking location before receiving approval from NCCU Police – Parking Services.
Parking instructions communicated to attendees should clearly identify:
A department should not describe an event as providing free parking unless Parking Services has confirmed that the department will cover all applicable parking costs.
Improper or unauthorized parking communication does not prevent parking enforcement.
When a sponsoring department provides incorrect parking information, the department may be responsible for resolving or assuming responsibility for resulting citations or parking charges. However, incorrect communication does not authorize parking in unapproved areas or prevent a vehicle from being ticketed, immobilized, or towed.
