1.  Purpose

The purpose of this rule is to establish guidelines for the use of University mail services.

2.  Scope

This rule applies to all University employees and students.

3. NCCU Mail Center

3.1  Contracted USPS Location

The NCCU Mail Center operates as a contracted location of the United States Postal Service and is subject to all federal laws and regulations governing USPS operations.

3.1.1  Mail Processing

The Mail Center collects, distributes, and processes intra-campus mail as well as incoming and outgoing USPS mail for University departments and programs.

4.  Department Mailboxes

4.1   Mailbox Provision

The Mail Center provides department mailboxes and designates their locations in each building to ensure efficient and secure mail operations.

4.1.1   Each department is responsible for retrieving and distributing incoming mail from its assigned department mailbox.

4.1.2  Departments must exercise due diligence in maintaining accurate mailing addresses. Departments are responsible for notifying senders when mail is  incorrectly addressed to faculty or staff.

4.1.3 Items marked “confidential” must be routed unopened.

5. Outgoing Personal Mail

5.1 Use of Mail Services

For the convenience of faculty and staff, outgoing personal mail may be placed in department mailboxes or in designated NCCU drop boxes.

5.1.1 Senders must properly address and stamp their mail and comply with all USPS requirements.

5.1.2 Abuse of mail services or privileges may result in the suspension of mail privileges, deliveries and/or pick-ups.

6. Incoming Mail

6.1. Screening and Handling

NCCU Postal Services is authorized to open any mail with improper or incomplete addresses to determine proper distribution.

6.1.1 Postal Services is authorized to screen and use discretion in handling suspicious mail.

6.1.2 Postal Services may collaborate with USPS and/or NCCU Police in handling of suspicious or improperly addressed mail.
