Chaquita Breland

Mrs. Chaquita Breland serves as the Employment and Job Skills Coordinator of Inclusive Postsecondary Education (IPSE) at North Carolina Central University (NCCU), where she supports students with intellectual and developmental disabilities (IDD) in obtaining and sustaining competitive, integrated employment by providing individualized career exploration, job development, and on-the-job coaching. Mrs. Breland is an experienced human services professional with a background in program management, leadership, community engagement, and workforce development. With more than fourteen years of progressive experience in human services, she has successfully led teams, cultivated strategic partnerships, and implemented initiatives that improved operational efficiency and strengthened organizational performance.

In her previous role, Mrs. Breland served as the NCWorks Career Center Manager and Human Services Supervisor with the Orange County Department of Social Services, where she led workforce development initiatives, managed program operations, ensured compliance with federal and state regulations, cultivated employer and community partnerships, coordinated hiring events, and implemented strategies to expand program participation and enhance customer satisfaction.

Prior to this, she served as a Human Services Specialist with the Orange County Department of Social Services, providing comprehensive case management, employment and training services, and program oversight to support individuals and families in achieving employment, self-sufficiency, and long-term success. In this role, she coordinated community resources, maintained regulatory compliance, and collaborated with colleges, universities, employers, and community organizations to increase educational and workforce opportunities. Mrs. Breland also served as Project Manager for the Ad-Vance Kids Project at the Center for Health Promotion and Disease Prevention at the University of North Carolina at Chapel Hill. This initiative focused on promoting children's overall well-being through mental health, environmental safety, and nutrition. She partnered with local leaders, parents, educators, and farmers to assess community needs, facilitate collaborative discussions, and develop community-driven strategies that fostered healthier outcomes and supported long-term community success.

Mrs. Breland is a proud graduate of Elizabeth City State University, where she earned her Bachelor of Arts in English and has continued to strengthen her leadership and professional expertise through ongoing development opportunities. She completed the Successful Teams Achieve Results (S.T.A.R.) Leadership Training through NCWorks, is a Certified Master Life Coach through Transformation Academy, and earned the North Carolina Family Development Credential from Duke University. Recognized for her collaborative and relationship-focused leadership style, Mrs. Breland is passionate about fostering meaningful partnerships, driving continuous improvement, and implementing innovative strategies that produce measurable outcomes and create lasting positive change for organizations and the communities they serve.

Outside of her professional endeavors, Mrs. Breland values spending quality time with her family, who remain a constant source of support and inspiration.
