Environmental Health and Safety Plans and Programs

The Asbestos Control Program aims to manage asbestos-containing materials (ACM) in NCCU buildings to minimize personnel and environmental exposure, ensure compliance during the removal and disposal of ACM by contractors from the NCCU campus and ensure document retention according to regulation.

This manual contains a comprehensive overview of the policies and procedures related to the use of biological materials in research laboratories at NCCU. The manual covers working with recombinant or synthetic DNA, infectious materials, animals and other research-related projects.

This plan provides general information about chemical hazards that may be encountered while working at NCCU and safety precautions to prevent accidents and minimize exposure.

The NCCU Confined Space Plan covers procedures for controlling confined spaces and permit-required confined spaces on campus.

This program is to ensure that NCCU faculty and staff are in full compliance with Drug Enforcement Administration (DEA) and North Carolina Drug Control Unit (NCDCU) requirements for purchasing and possessing controlled substances for research.

The Electrical Safety Plan is developed to comply with the Occupational Safety and Health Administration (OSHA), 29CFR 1910.1200 Subparts S and R and 1910.137. In addition, this plan complies with guidelines set forth by the National Fire Protection Association NFPA 70 National Electrical Code, 70E Standard for Electrical Safety in the Workplace and 70B Preventative Electrical Maintenance.

This document contains the Emergency Operations Plan for 2022.

The Exposure Control Plan describes policies for reducing the risk of exposure to bloodborne pathogens (BBP) in the workplace for compliance with 29 CFR 1910.1030. These policies apply to all NCCU employees who may reasonably anticipate contact with blood or other potentially infectious materials during the performance of their duties.

This plan is intended as guidance to anyone at NCCU who works in a greenhouse with transgenic or other containment-eligible materials to provide information about the containment, the variety of methods to achieve it, and the facilities and practices that satisfy the requirements of established guidelines and regulations.

The North Carolina Central University Hazard Communication Program (HAZCOM) has been developed to comply with 29 CFR 1910.1200 Occupational Safety and Health Administration (OSHA) Hazard Communication Standard. NCCU’s program requires that all university personnel have the right-to-know information about the properties and the right-to-understand potential physical and health hazards of chemicals that they may be potentially exposed to in the course of their employment or study.

The NCCU Hearing Conservation Program ensures personnel do not suffer health effects from exposure to excessive noise while at work in compliance with 29 CFR 1910.95

The IBC Charter plan describes the current policies of the Institutional Biosafety Committee (IBC) for NCCU and its role in ensuring that research involving biohazardous agents is conducted in a manner that is safe for staff, students, the general public and the environment.

This document provides a listing of safe indoor assembly areas for every campus building.

The Laboratory Safety Manual provides basic information about hazards that may be encountered in the laboratory and safety precautions to prevent laboratory accidents and minimize exposure to hazardous chemicals, environmental issues, biological materials and infectious agents.

The primary objective of the NCCU Laser Safety Manual is to ensure the safe use of lasers and laser systems. 

This document provides guidance regarding the University Lockout Tagout Program, implemented pursuant to 29 CFR 1910.147 and 1910.269.

The purpose of North Carolina Central University’s (NCCU) Mold Management Plan is to inform faculty, staff and students of their respective roles and responsibilities in the recognition, prevention, remediation and documentation of environmental growth and moisture incidents.

The Outside Assemble Points document contains a listing of designated outdoor assembly areas for campus buildings. It is to be used for assembly after fire alarms, building evacuations and similar incidents.

The Powered Truck Plan fulfills the requirements set forth in 29 CFR 1910.178. It provides a means to regulate and control the use of powered industrial trucks by university staff and contractors to ensure compliance and minimize the risk of injury to employees or bystanders and damage to University property.

NCCU has a special tax-free federal alcohol permit that allows the scientific purchase and use of tax-free alcohol without paying federal taxes.  Tax-free alcohol refers to ethanol/ethyl alcohol that is 190 proof or higher and regulated by the Alcohol and Tobacco Tax and Trade Bureau (TTB). Use this guide for procedures for compliance with purchasing, receiving, storage, disposal, and record-keeping protocols found in 27 CFR Part 22.

The Respiratory Protection Plan provides information on the NCCU Respiratory Protection Program for all NCCU employees who may be required to wear respirators during daily work operations or while performing duties within the scope of their job description.

The purpose of the NCCU Safety and Health Committee Program is to establish a multi-tiered, management- and employee-balanced safety and health committee in compliance with the following: North Carolina General Statutes: Chapter 95, Article 22, Section 95-252, North Carolina General Statutes: Chapter 143, Article 63, Section 143-584, North Carolina Administrative Code: 13 NCAC 07A.0605, and North Carolina Administrative Code: 25 NCAC 1N.0106.

NCCU has a federal permit that allows scientific departments to purchase tax-free alcohol without paying any federal tax for certain research purposes. Tax-free alcohol refers to ethanol/ethyl alcohol that is 190 proof or higher and regulated by the Alcohol and Tobacco Tax and Trade Bureau (TTB). This provides a substantial cost benefit to the user and the university. However, there are strict federal regulations associated with the permit that are required in order to maintain cost savings.  This plan outlines required procedures for obtaining, storing, using and disposing of tax-free ethanol found in 27 CFR Part 22.
