Why does NCCU, a public university, need private gifts?

State appropriations cover only two-thirds of the university’s budget, and we continue to sustain cuts to these funds on an annual basis.  Private donations are necessary to maintain and enhance the quality of education that we provide and to ensure access to those students for whom there are no other means of financial support.
