Keir Morton-Manley was appointed to Assistant University Legal Counsel in April 2021 after having joined the Office of Legal Affairs as the Higher Education Legal Fellow in February 2020. Prior to joining the OLA, Ms. Morton-Manley worked in the Education Section of the North Carolina Attorney General’s Office, externed with the Special Education Attorney Team at Disability Rights North Carolina, and served on the North Carolina Bar Association’s Education Law Section Council. Her prior professional experience includes 20 years in housing and community development, with 14 years with the State of North Carolina.
Ms. Morton-Manley obtained her J.D. from Campbell University Norman A. Wiggins School of Law, her master’s degree in City and Regional Planning from the University of North Carolina at Chapel Hill, and her B.A. from Duke University. She is a member of the North Carolina State Bar, the Tenth Judicial District Bar, and the North Carolina Bar Association, where she is a member of the Education Section. Ms. Morton-Manley is licensed to practice law in North Carolina.
