NCCU Appoints Deputy Director of Human Resources

Ann Penn, deputy director, Department of Human Resources

North Carolina Central University (NCCU) has appointed Ann Penn as the deputy director of the Department of Human Resources, effective Dec. 1, 2017.  She has served as the interim director of EEO Compliance and Employee Relations at NCCU since February 2016.

Penn has the qualifications and leadership that are required to serve in this essential role.  As deputy human resources officer, she will assist the chief human resources officer in managing and overseeing major functional areas of the Department of Human Resources. The areas assigned include Employment, Classification and Compensation, Human Resources Information Systems, Salary Administration, Benefits and Leave Administration.  She will also work with the chief human resources officer to manage, develop, improve and oversee processes and procedures, while creating and implementing departmental goals and objectives that are effectively implemented and in alignment with the university’s strategic plan and initiatives.

Penn is the former director of the Equal Opportunity/ADA Office at the University of North Carolina at Chapel Hill, where she was responsible for developing and administering the university’s equal opportunity programs and plans; oversight and monitoring of the recruitment and hiring process for faculty and administrators; policy and procedure development; and training in the areas of EEO, recruitment and retention, diversity, sexual harassment prevention and Title IX.

Prior to her appointment at UNC-Chapel Hill, she worked at Kent State University in Kent, Ohio, as the director of the Equal Opportunity/Affirmative Action and the Women’s Resource Center, and at Case Western Reserve University in Cleveland, Ohio, as director of Equal Opportunity and Diversity.  As a Senior Certified Affirmative Action Practitioner, she has also conducted investigative work for the U.S. Department of Labor and the Office of Federal Contract Compliance Program.

Penn holds a master’s degree in psychology from Cleveland State University and certifications from Cleveland State University and NTL Institute in Silver Spring, Md.  She earned her bachelor’s degree in business administration from Myers University.
